Thomas is the son of John Anderson Foster and Mary "Polly" Green. He was born and reared in Graham, Alamance county.
He married Annie Eliza Haywood and they are the parents of James Baxter, Thomas T, Robert L, Della, Virgil Bartlett, Zebulon Vance Foster and Mary Obella Foster Ross.
Thomas was admitted to the asylum in the late 1880s, per his marker number.
His sons, James and Virgil, died at rather late ages, in care at Dorothea Dix state hospital in Raleigh.
