WINFORD W. BARROW
Rear Admiral, USCG (Ret.)

Of Annandale, Virginia, passed away on October 10, 2014, at the age of 91. Born January 6, 1923, in Schoolfield, Virginia, RADM Barrow was a high school athletic star and attended North Carolina State University on a full athletic scholarship for one year before opting to transfer to the Coast Guard Academy. Upon graduation in 1945 he served aboard a destroyer escort, then took part in the postwar occupation of Japan. A long and successful career thereafter was highlighted by his triple role as Station Commanding Officer, Group Commander, and Captain of the Port of Baltimore, appointment to the rank of Rear Admiral in 1974, and assignment as Commander of the Eighth Coast Guard District. He was cited and awarded for work on improving domestic passenger ship fire safety. Extensive work with international safety of navigation, which included Chairmanship of the US Delegation, Safety of Navigation Committee to the International Maritime Consultative Organization, continued after his 1978 retirement. RADM Barrow met the love of his life, Elizabeth Perkins, in high school and enjoyed 68 years of marriage with her before her death in October 2013. Elizabeth was a reluctant traveler, but she enjoyed sharing her husband's enjoyment of travel to new places and exploring foreign cuisines. They both loved their annual winter vacations at the lighthouse cottages at Hillsboro Inlet, Florida. A devoted member of the Annandale United Methodist Church, RADM Barrow lived his faith, modeling the values that marked his life: strength, kindness, integrity and love. He is survived by his daughters, Elizabeth (Charles) Payling-Wright, Ruth (Douglas) Barrow Bar and Mary (Brad) Barrow Jones; 12 grandchildren and two great-grandchildren, who will miss him more than words can express. The family will receive guests at Fairfax Memorial Funeral Home, 9902 Braddock Road, Fairfax, Virginia 22032 on Wednesday February 11, 2015 from 3 to 6 p.m. Funeral services will be held on Thursday, February 12, 2015 at Ft. Myer Old Post Chapel at 9 a.m. with interment at Arlington National Cemetery with Full Military Honors.
